The DA310 is not charging your computer or is charging really slowly. You may see a yellow triangle with an exclamation mark on the battery status icon. For external monitors, the hub has an HDMI, display port, VGA port, and USB-C (if you're not already using it for something else). However, it's important to know you can only use one of those at a time for video. So this won't work for you if you're trying to add two external monitors to your laptop, for example.
